I have a 5'10 Naish S25 and got this 5'11 Armstrong bag. It fits perfect and can leave the foil attached. Great bag.

I too am going to try an old floaty windsurf board for the initial learning curve, and this one has a dagger board which I hope will help a bit with tracking? I have not tried it yet, but we'll see how it goes. Can't go wrong with more volume when learning/teaching...
