Take a look at this Madagascar thread a from few months ago. I went to the Diego area last year and had an amazing time. Stayed at Sakalava and Babaomby. Both were incredible spots and the wind was relentless!!

Sakalava Bay is a cheaper option. There are two places to stay there - Sakalava Lodge and Royal Sakalava which seemed the best bet when I was there. Agree with tripman - Babaomby is an incredible place to stay and kite. The Emerald Sea is this crazy Green colour and you stay in these permanent tents looking out over the water.
