I really liked Praia da Pipa..... but that is south of Natal. And, despite it's name, not a place I'd recommend for kiting. Just a cool place with nice vibe.

I was there at the beginning of November last year. Travelling, not kiting. The water was bloody cold. Feet hurt after 30s of standing ankle deep.
