Isla Holbox is great! Went there around that time of year I think 2 years ago.

Outer banks is still pretty chilly and wind can be really strong that time of year so would t really advice a beginner to go then.

Turks looks great but don't know about the wind at that time of year.

You don t really need spot to be shallow. If you follow proper step to learn at no point you are required to walk in water. First thing you learn in water is to body drag which doesn't require you to walk. Once you are good artists enough to retrieve board and relaunch kite. Anyway, ideal conditions...

Going back on subject would be cool to see some dampening component in hook or lines that passively or semi actively dampen jerk in lines.
