It depends a bit where you're starting from, but in general Europe is still pretty good in September! My favorite are Greek spots, in September the mid to low season already starts so the spots get less crowded. As Toby already wrote, Cabarete is a great spot for March (and one of my favorites). Have you thought about Rhodes in Greece? It's quite crowded in August but the spot is so amazing, flatwater on the left side, waves on the right side.. Totally love it there! So in case you haven't booked yet, you might want to check out Prassonissi on Rhodes, Greece. That spot is simply amazing, flatwater on the left side, waves on the right side. There is nothing much to do there except eat-kite-slee-repeat ;) 2 restaurant, 2 hotels and a few mini markets.. And I agree...
