Pretty sure. The worst fallouts were from nuking the hell out of our own land prior to 1980's. The sea got some too but not as much. Yep. I think filing 3mm, or 1.5mm on each side is doable and simplest way to do it.
Maybe not carbon, but an aluminum plate to mount cheaper setup.

Is the problem both ways or just the width? For the width it’s only a bee’s dick over 3mm different so just open up the hole. If length is also a problem maybe use two existing inserts then do the drill through board for the other 2. It's only width. On length the plate has extra holes which match ...

Right so you keep the carbon mast, but use a different mounting plate, an aluminum mounting plate which you then modify by drilling holes. It's not all one piece right? It’s carbon, I’d prefer to not drill in it...
Widening holes in aluminum plate is a good option just to be able for someone else to use it I guess.
