Yeah, I was also on Oahu where the wind and conditions at Kailua were awesome.

It was just odd because conditions on the east side were excellent and I saw ZERO kites or windsurfers at all...

I personally have a formula that seems to work: If the range is greater than 1/2 the average then it is too gusty and not very fun. For example: Lull 9, Gusting to 20, Average windspeed of 14. To report back. I just spent a week on kauai but didn't end up bringing my kite gear. It blew 20-25knots east EVERY day, which apparently is very rare. Get a Ripcurl Flashbomb and the flashbomb boots and 5/3 3-finger mittens.

You will be super stoked and warm and uninhibited although you will be about $600 poorer.

Hatteras is great in April, not guaranteed warm though and definitely not tropical beautiful, you could get hit with a cold spell requiring a3/2 wetsuit

Great spot to learn though and basically guaranteed wind in April and awesome kiting vibe/community

Go to Florida Keys and kite with the Otherside. I had the same kite-life experience as you, kited extensively from 2000-2007 on Fuels, then didn't kite for about 8 years. Definitely get a 2012 or newer kite, you are going to be super stoked, they have gotten so much better! Don't get a c-kite, just get a freeride type kite like: Switchblade, Evo,...

August is tough on East Coast USA, it gets so hot the thermals actually start to shut down. Best place is Hatteras which has plenty of RV parks, dog friendly, and excellent flats and ocean riding. I'm a big fan of twinnies for both kiting and surfing. IMHO, with kiting compared to surfing you require so much less drive off the fins to generate your speed down the line, you can get by with a looser fin setup as long as you have enough fin area to avoid blowing out the bottom turn.
