Evo's upwind has improved a lot what is was some years back. However Rebel and Fuse will still go higher upwind as they have improved also. go Evo. Best relaunch, easier bar pressure, faster, HUGE range, Huge jumps, kick ass in waves,.. just an all around better choice. I got 7 and 9 and could not be more stoked. I have ridden both and agree with Don's comments. If you have waves and/or gusts and challenges and relaunch a lot you might prefer the Evo.
