This is a Poll of the easiest, safest, steady light wind, kiting location in the world. Biggest beach, downwind rescue beach, etc. No matter how close or far to towns, highways, etc. Opinions please........................

Try Greece. In summer there is a wind caled "meltemi" very constant wind with no gusts and quite light wind, riding 12-16 kites.
Check the web:
http://www.cybex.gr/pounda/
and you'll see the beach is the right one-not beautiful but reserved for kitesurfers and windsurfers
