black plastic things in the pocket of Wipika AMP's bar bag??

I have a couple of black plastic pieces or pipes in the pocket of Wipika AMP's bar bag, but I can't find any purpose for these things? So the question is what are they for?

Sometimes the attachment that your chicken loop line goes through can rotate. You can use these spacers to stop this. On one of my bars I had to use on of the extra spacers supplied, on the other I have left it with the fitted spacer.
