is it a ligth wind kite for lightweight ? like contra 16.5 ?

It is a powerful kite for it's size. Plenty of low end power for light winds. More low end power than the takoon 17 scoop2 which I rode last year as a light air kite. At 200 lbs I enjoy it when the local wind meter reads anywhere from 12 to 20 mph.. i.e. the lulls are greater than 12 and the gusts are less than 20 and averages are in between. I find it has more static lift than the tak so doesn't need to be flown as fast to generate power..this comes at the expense of a bit of top end range.
If you are lighter I think 16 would be the biggest you would want in the EH freestyle kites unless you are really tring to kite in the minimum wind possible
