Chinky Beach

Hi there,
I visit israel regularly and normally stay opposite Chinky beach.
This time last year I was able to get a few days on the water whilst there but have recently noticed nobody else there save an instructor teaching, one a time.
Has kitesurfing been banned from this area? And if so is there somewhere else nearby I can go?
Travelling out tomorrow and hoping to bring my kit.

the next 2 months there is no wind in israel, only 3 places here got wind:
bat-galim (in Haifa), eilat (rif-raf beach) and the sea of galil (the kineret in duga beach.

Thanks for the info.
I'm only ever in town for 24 hrs so don't get the chance to travel far from the beach area.
Looks like I will leave my kit at home then.

I didn't understand what beach do you mean, but if it is not near the places I said, the wind is about 8-13 knots probably....
I use a 20m kite if I can not go to those places :-/

The beach I mean is the one opposite the David intercontinental hotel. The bar/beach cafe there is called Chinky beach. I think the road is called Hayarkon Street.
Last year there was quite a lot of kite surfing going on although the water is very busy with swimmers and surfers so not a lot of space. there must be a ks instructor as there is nomally someone teaching on a small kite.
Really want to know if are restrictions in place...the beach is right under the flight path of both airports.
I normally get to stay here once a month and generally end up kicking my heels wishing I brought my kites a board with me.
The wind on this beach today about 15kts x-shore!

no wind in tel-aviv this time usually. But (!!!) the last 3 days there was a graet wind!!!! 15-18 knots in the morning.
in tel-aviv you can kitesurf only in the dolfinarium beach now. and there is a kite shop over there.
If you have a big kite, bring it!!!

As gal said ther is not wind over 13 knots in the summer months.
and it is crowded not to mention the jellifish.
