Not St.Barts. On Barts the planes fly in overland and hopefully stop at the end of the runway before going into the ocean. St.Barts has one of the scariest landings strips of any airport; with no planes bigger than something half that size.

That plane is quite a way further than the kiter.
The biggest problem you have in these situations will come from the control tower.
They can't cope with unidentified intrusions into the landing path zone.
This can definitely lead to banning.

i see no reason at all why this should be calling for a ban.
The kite is nowhere near the aircraft.
if people make enough noise about a spot like this you could end up with an un-necessary ban similar to what we have in south st lucia, due to a windsurf school trying to ban kiting years ago. although you can still kite in some spots. certain wave spots are untouchable now.

If you've ever sat at the end of a runway and had a big jet land overhead, you've probably felt and heard the little tornadoes of air that roll off and beneath the wingtips. Pilots call this Wake Turbulence. Small Cessna Flight Lessons teach the small plane pilot to always land on a path higher than that of a large jet in front of you, so as not to have your small plane flipped by the "Air Wake" that the plane leaves beneath and behind it.

I'm sure wherever this is, the kiter is probably violating airspace laws for the plane that needs to use ALL of a very short runway on shore. For example, I'm sure kiters are not allowed anywhere near the very short air strip at Saint Martin. Tourists get sand blasted whenever the huge jumbo jets come in. They have to utilize every foot of the runway in order to stop in time. Pic below:
