What is the best plAce to ride and base out of for mid February? Any good kitecamps/motels with minimal driving required? I am looking for 2 people for 10days or so.

I would rent a car and chase the wind. From SLC you are 90 minutes to Skyline, 75 to Strawberry, 4 to 5 hours to Jackson. One hour to ski resorts if the wind is down.

If you had to pick one spot, Skyline is your best choice. You can stay in Mount Pleasant, but if there is no wind you will end up driving anyway. I would take it day by day instead.
