I am in Tarifa over february and i was there already 2 years ago, but we didnt find out a certain way to forecast the lagoon. There are a lot tide tables but when will the lagoon beeing up?
Also i remember that the wind was rarely that as what the forecast said....
Are there any tips for me?

The Lagoon works around spring tides or when we have very heavy swell pushing the tide up the beach and causing the river to flood.
Predicting the wind is difficult and requires quite a lot of local knowledge to mix with the various weather reports, generally speaking windguru endear estimates the wind here, especially winter westerlies, which if the sky's clear will often be about 5-6 knots more than what windguru predicts.
