I disagree. I realize some circumstances require a more sheepish approach but not all do and if people in authority positions are just making up what ever rules they want this requires a very swift and pointed response.... I think Richard marks good points.

If there is anyone who might be interested in taking a reasonable, longish term approach to accumulating evidence to have the supposed ban removed you might consider SENDING the HEAD HONCHO (HH) a CERTIFIED polite letter as a STARTING POINT.

Be as conciliatory as possible by explaining that their ban may be excessive and/or unnecessary and some kiterS are concerned that they and their families may be being needlessly DEPRIVED (IMPORTANT to use “deprived”) of the opportunity to enjoy many of the wonderful benefits of the Refuge ...blah, blah.

In the hope of finding some overlooked solution(s) which might minimize said deprivations, you (the kiters) would appreciate it he (HH) would provide contact info for the employees who POSSESS (IMPORTANT to use “possess”) the RECORDS (IMPORTANT to use “records”) containing the following info:

Describing where their definition of “kiteboarding” may be found.

Describing the area(s) which are subject to the ban.

Describing the REASONS for the ban.

Describing WHO made the final determinations concerning the ban.

Listing all kiteboarding WARNING citations issued in the last 12 month period for which data is available.

Listing all kiteboarding ACTUAL citations issued in the last 12 month period for which data is available.

As to the last 2 items, it occurred to me (being a paranoid conspiracy nut) that they might worry about LOCALS fighting a bogus ticket and thereby attracting unfavorable attention and therefore be more likely to issue them WARNINGS. However, my understanding is that there are a large number of TOURIST kiters who CAN’T fight tickets because they go home. It would be interesting if the records showed that out-of-area kiters received a disproportionate percentage of actual CITATIONS. Incidentally, this would probably represent a WORST CASE scenario since it would reveal a money making scam which they will be loath to give up.

At any rate, notice that the foregoing doesn’t actually request ANY of the specific info. It is simply trying to pin down WHERE it can be found.

However, you can be SURE that the HH and whoever he involves will get the impression that the ban may be responsible for a LOT of EXTRA WORK down the road.

Which, if any, of the requested info is forthcoming should hopefully point the way as to how to proceed.

You got the y'all part right. We do use that one a lot around here.

You are also making a lot more sense in your posts on this topic. Just try to tone down personal attacks, use of caps, use of bold, and attacks on surfers. :wink:

Also, try not to drive the way you type. How does a grown man get that many moving violations? That would make more sense for a teenager in a Mustang.
