Grigory.......you're picture has been my same argument for a LONG time. Not sure why that isn't the best solution since it seems to satisfy all the home owners sound side and then it takes the bridge out into the Sound so it doesn't hurt Pea Island. Problem is now it's just too late.
Maybe the owner of Liberty, who now has THE prime spot on the entry point of the island, has somehow, someway been able to convince this is the best solution.
It just doesn't make any sense to NOTw elevate the road from Liberty to the last house, then go out into the Sound.

Why mess up view and property of 20 soundfront/sunsetfront houses and their endless guests, not counting dozens of houses on the streets running towards the sound.
The island goes for miles and miles, nobody wants to kill the birds, they will nest on other endless swamp or right under the raised road, just as deers and horses live right there in the bush.
As is it today - is it possible a drive to inflate project cost and get a nice, more expensive contract?
Or the Island being natural born Trump county is losing it and needs government help to tell them how to live?
I don't know the exact reasons, but the whole sandbar is moving west over time anyway, so I guess it's a way of future proofing things somewhat. The area for the existing road is sure to be gone within the next 30-40 years.

There's plenty of land mass above Rodanthe and West of the existing road. Also there's space to route the road through Mirlo beach swamp instead of driving it through the sound.
"Cui bono" the Roman people used to say and it's never been an invalid question.
Who can possibly benefit from landing more expensive contract to build over water?
Whose esthetic voyeur pleasure does benefit overgrown population of baby-turtle-eating, flying poop-generators?
Congratulations to those - a share of $140M of tax money goes to benefit them people

Just an idea - the damage to southern/coastal NC from Florence will justify the $140M to be reallocated (temporarily maybe).
Not the best time for "get well" / "fun" projects when South is about to lose most of coastal roads and suffer billions in damages.
Practically speaking - OBX evacuated everyone 3-4 days in advance so the "safer escape route over bridge" is quite an exaggeration. They'd do that with or without the bridge.

As of money - it's possible to just give money to "construction companies & friends" and demolish the road north of Rodanthe to accommodate bird peeping toms. Maybe all guys need is a BirdHub with quality footage of both amateur and professional birds doing the habituating.
And if they can fix their obsession they'll notice prettier migration species nesting all summer long in OBX.

Compared for 48-hour carnage to come to coastal line in the South the bridge besides s-curves is a mere "get well" and I think state should rethink where to put money. It took 5 years to build a permanent bridge over the washout - must have been not as urgent nor important as "consuming" $140M, was it?

If islanders held stronger values and weren't allowing government telling them "not to touch the swamp even if it's your own property" you'd have more prime launch spots on the sound with nice smooth grass, so demise of Mirlo Beach wouldn't be such a big deal.
Jug handle destroys one of the best spots and that is sad.

Let's get it real. Who from Southern NC can contact their representatives and demand hold on the bridge project? You guys going to need every bit of cash to recover from Florence.
If federal part of funds need to be stopped that would help too. We should focus on aftermath of devastating hurricane first.
OBX was fiddling with this project for too long and now cash will be needed elsewhere. I guess stating construction as scheduled would have helped just as picking a less expensive construction options.
