Isla Holbox has 2 spots only. There is no seaweed.
First spot is for all wind from SW to NE, it's after the hotel Las Nubes, you can get one of those golf cart taxi for a few dollars. There is a tiny lagoon, no one really kite in there. Actually on my first tack I accelerated in the laggon and went over teh sand bar but my fin gripped the sand and I broke the strap! lol A lady in the village sewed it back together.
After the sand bar it's waist deep for a bit then gets shallow. I don't think it would be too hard hydrofoiling there. You can walk easily until it's deep enough.
The other spot is further E after the pointe where you have to go to kite E wind. To get there you take a boat with the kite school located at Las Tortugas, it's like $10 or $20 for the afternoon. That spot isn't shallow.
I don't remember seeing any waves in either spot maybe a little more chop in the second spot but overall it was nice.
