9 to 12 is perfect.
But when I was starting kiteboarding, 8,12,16 was the common setup.
And those were the days with barely any depower.
8 to 12 is very easily doable with current kites.
You do not need any special skills for that.
And for a beginner its much safer (better) to use a 8m below its intended range, than to use a 9m in 30 knots.
It really depends on how often you get winds that strong.

i would agree 8,12,16 or 17 is. good setup. but i guess it depends on where u ride. i have a 10m and have noticed if its 10m wind i can get away with using the 8 .

You could buy one 9m kite and two boards, a twin tip and a cheap used foilboard and cover a much larger wind range than if you bought two kites and only have one board. I think this would be a much more fun use of money.

For a beginner it is much safer to be on the right size kite. 3M gap is probably too big for most beginners to be having fun or learning much. Once you are better, you can learn to ride over/under powered safely. Just my opinion.

I would agree with Jan
.
I started this year with a 7/11 quiver and it worked out. But the step between them is pretty big...
Modern kites have huge windranges to work within... But if you don´t like to be overpowered or underpowered in some situations you should get the steps smaller. It´s not so much fun to steer a totally depowered kite and vice versa it will prevent you from trying tricks etc. if you feel uncomfortable due to overpower.
I´m back to 7/9/12 now and pretty happy

Agree with plummett and knotwindy... takes some time to learn to ride efficiently and safely on bottom and top end of kite range. The goal beginning is to water start, plane, then how to sheet/move the kite to ride upwind and transition. Riding in 15kt compared to 18kt say on a 12m is a Big difference for beginner where as not a big deal for intermediate. Therefore I think you want to be in the sweet spot range of the kite most as possible. I think something like 8/10/12 is good for beginner for that reason for your conditions.

I have carefully read all your suggestions (more than a time ...) and understand that many different solutions are available, actually I was looking to the biggest range possible with 2 kites and for that reason, and also because I have 2 different size boards, I was tempted to go for the 12-8, that I understanded is still possible also if with some limitations...
After all your suggestions now I believe will be far more suitable the 12-9 and then maybe a 7, that follow the 33% development, that I fell is coherent with the exponential growing power of the wind...

Why not target 8m/11m quiver starting with 8m and then replacing your 12m with a smaller wing?
At 80kg the 12m is a bit big of a kite for normal conditions, and certainly is slower than 11m. Go for 8/11/15 line!

thank you grigorib but where I kite is always windy, so I should not need a LW kite like the 15... and for this I started with the 12, my instructor taught me with a 14 just because was a strange case of light wind, that rapidly became too big
