If you were to do a 1 week trip mixing chill with relax, would you do a mix of Pacasmayo and Mancora?
What are the good party days in Mancora?

one week is to short. forget about kite surfing and just go there to party. If the wind or waves are up then you score . It is a party town and full of tourist. It all depends on you. Pacasmayo is only to surf or and kite. I would choose Mancora for one week trip.

yes September is a very good month for waves and kite surfing. enjoy...
remember it is a 3rd world country. You have to

1- don't eat vegetables
2 - drink water only from safety sources.
3 - don't argue with the police, if you get pull over pay as little as possible . Do not piss them off
4 - keep all value items safe
5 - don't trust anyone
6- respect the locals
7 - ask how to go places and always look around you before corssing the street. The car drivers WOULD NOT stop for you. and would not stop to help you.
8- don't walk alone on dark late night walks
9- have fun no rules land

What's your Spanish like?

If you're comfortable in Spanish and looking for good quality, budget accommodation, I can highly recommend Casa Naranja - https://www.facebook.com/CASA-NARANJA-M ... 436021321/ It's a couple of minutes walk up the hill from the beach and run by a very friendly family.

Or, much closer to the beach - Taroland - http://www.tarolandperu.com/ I haven't seen this place since it was done up, but met Sato, the owner when I was there a few years ago. Great guy. A local surfer. Very confident that he'll look after you.

But these are hostels, rather than hotels.

You'll probably need to get out of Mancora to get the best of the conditions in the area, though.
