Looking for the perfect kite spot to buy property

With my current gig my schedule is 3 months on/off and allows me to live anywhere in the world during my off rotation. Living out of the states also means big savings for me from not having to pay taxes so I've decided that I want to either buy a home or buy property and build somewhere I can kite just about any time of the year. Now I think I found my spot in Uruguay but the price of living is a little too bight for my tastes so I'm seeing if there are other suggestions. Here are my requirements.

Looking to spend max $100k USD for a already built home or $50k for land.
Property must be either on the beach or within close walking distance (within 100m).
Low cost of living (Only real issue I have with Uruguay)
Not overly regulated (I want to do what I want with my land without permission and rather leave the police state environment back in the US)
Fairly protected foreigner land owner rules(This is what I love about Uruguay, your ownership is constutionally protected)

I would prefer somewhere more rural as long as I can get internet I'm good. I am learning to hydrofoil so I don't need constantly strong winds. Since I'll be gone for 3 months at a time I would like somewhere pretty safe and maybe with some tourist rental potential.

So any good suggestions? I going to take the next year and do some traveling and hopefully find the right spot.

Brazil is awesome !

If you build simple with wood etc I don't think a permission is needed...
They do got more regulated over the last 10 years for sure.

And Brazil is not cheap...but it is Brazil and it is awesome kitewise. I suggest you visit Fortaleza area and see for yourself.

Houses and apartments are available in this price range.

I live 6 months per year in Cumbuco, Brazil, and never regret doing it. Having the time of my life there.

I also traveled a bit kite related, many nice place out there, and it always comes down to Cumbuco for me...

IMO what comes close to Brazil is Cabarete, DR. Great place too. Real estate got a bit overpriced...but sounded like prices came down a bit.

I like Brasil but how protected are owner's rights for foreigners? I have this stupid notion to build a container home. I'll research Cabarete, thanks.

Ownership is like all western countries.

But I suggest to work with a trustworthy lawyer when buying, then all will be ok. I have one in Fortaleza, also a Kiter, contact me if needed.

There are container motels (for sex) already existing.

No problem to do this as normal rooms.

I second the sailboat.. moorage is water front property and if you don't like your neighbors set sail and leave!

The boat sounds nice but most won't find a boat comfortable to live in and sound enough to go far on the budget mentioned. And who takes care of the boat if you have to work 1000s or miles away for months in end?
Everything is a compromise after all. Budget versus secure investment? Low/no property tax? Foreign ownership? Windy seasons in sync with your months off? Culture? Language?

You might not find perfection but you can find an adventure I bet! Best luck.

That actually was my initial plan, quit work and take three years to circumnavigate,kiteboarding along the way. For the last year I've been traveling first by motorcycle, then by Defender(big mistake) from the US to Ushuaia and have fallen in love with Uruguay (and S America in general) which has slightly changed my timeline on the sailboat. Besides it would be nice to actually own an asset before I spend all of my money sailing.

If you're serious and like Uruguay, buy there just not in barra, and the price will be better. ;)
The whole country looks set to do well compared to some other boom and bust or dirt cheap options.
