We were told that prior to Jim Drake the father of windsurfing died in 2012 he was talkng about a new type of kite that spun. Drake might have been looking at rotor kites using the Magnus Effect. Whether enough traction can be obtained is the question but boats have gone across the Atlantic using this effect. See
