Hi,
I am going to Taipei this weekend. The only kite spot I know is The Spot in Zhunan, but it is very wavy and I am a beginner and would prefer spending some time on the board instead of losing it.
Is there any flatwater spots within 1 hour drive of Taipei City?
How is BaiShaWan compared to Zhunan?

Baishawan can be very choppy in winter. Sometimes huge cleanout sets. That's not all the time but not uncommon.
The Spot in Zhunan is the easiest / most mellow spot I know in north Taiwan in winter.
Penghu has some flat water even in winter with strong wind (contact the Sunrise Bed & Breakfast there for detailed info). 1 hour flight from Taipei.
