The small kite and foil sounded like a good idea too. Cruise through the lows and Launch hard in the gusts !

In general I would say rigg the biggest you can handle in the gusts plus some safety margin but 17 seems too much. I would sail triming all the time for the gusts and the lulls. Why miss out on a day like that?

At my home spot on extreme days we sit close to the shore moving the kites around standing in the water in the lulls in order for the kites not to drop out of the sky and as soon as gust comes we launch for a short or long run depending on what we see. Can be quite entertaining actually and it sharpens your senses and improves technique.

Default conditions here. I rig up a 9 or 12, large twin tip and stop in the lulls and hold on tight in the peak gusts.

It's tricky we get 10-30, 15 to 35 at some spot, 20 to 40.
I like when lull are at least 18 so I can use my 9m.
The gust in my area aren't really sustained and doesn't feel that strong. So I usually can rig bigger. I can hold my kite pretty high so I try to get he smallest kite that can handle the lull...
But often better off staying home for those days. You go to send it full power and next second the lull hits and you go 5 feet high.... opposite happen get a gust on way up and a lull at apex then you come down hard...
I haven't seen conditions like that for a while though, I guess I have learned to stay home for those days. At first it's fun to fight those conditions but after a while it's boring.

Update: So it turned out is was averaging 25mph, gusting 34mph and lulls of 17mph, much more realistic than forecast. I'm 200lb, used my 8m SS Rally and small TT and it was absolutely perfect.
