..... hmmmm, I got some interesting results from my 12m Rebel when I measured the bits.
The nose line was fine but the front pigtails were out,,, the little printed labels said 137cm which I could see so I hope I'm seeing correct,,,,,but I measured 135cm on one and 134cm on the other.
I put a 2cm loop in so it they were exactly 137cm each but I wouldn't have thought that the thicker lines would have been out. The thing is the kite was flying like sh!t, stalling and stuff. Oh, and yes, I did check the bar if you're wondering.
Can you ask your sources if 137cm is correct for the front pigtails on the 2012 12m Rebel please? And if your in the mood, can you get the dimensions for the rear steering too?

I had very similar length shortening in my Rebels over the years - very easy to remove the front lines (and the nose V as well since you are at it), wash in warm water and any soap, leave soaking for a while, give it a good rub - you should see quite a bit of sand and debris coming out of the lines. They make the lines fatter therefore shorter. Give it a good tug, set it back on the kite and you will see it flying better!

Sarc is 100% on. All lines (including the ones on your bar) shrink. We've seen linesets shrink by half a meter or more.

There is every chance a bunch of sand has migrated into the lines for sure,,, the 12m has had some work over the years.
