Might want to post in Hydrofoiling section.
What part of the world? Any?
I've been looking at Hang Loose beach in Italy.
Via Pesce e Anguille, 88048 Gizzeria Lido CZ, Italy
I've never been there but it looks like a fantastic place for foiling due to deep water and cross on thermals.
I took private lessons in Isla de Holbox. But don't think summer is right season.

Whats it like in Tanzania? The photos I see look stunning. I can't imagine a want to travel for kite if I had such emerald beaches.

contact Gunnar at Flag beach on Fuerteventura, he runs a foil school set up there for all levels from basic to pro racer, as long as your a very experienced Twin tip rider its all good, great for the partner to have a good laugh at your first attempts, and shout encouragement from the shore.
great guy, and there most days to offer back up advise.

Instead of paying for lessons on how to foil I would say just get a foil that's so easy you don't need lessons.
Shinn MODEL P FOIL:

Get a 60 cm mast and you'll be foiling in no time. On top of that you can go way more places on a 60 cm mast.
Another option would be the Model Mega K foil, probably a bit harder to learn on but you would never out grow it.

very true,
however, whatever you do get someone who knows to help you along over the first few days,Shin P foil and similar are great newbie gear choices.
