I got one at 11m (Breeze V2) and very happy with it.
Thinking of getting a 4m my self, right now Bandit 6m is my smallest...

LF's Solo V3 is available in a 3.5m. It's their foiling kite.

Just paid 375 Euro for a 4 meter RRD Religion. Don't know about the States.

The US distributor only stocks 5m and bigger.

Regarding small kites I like Ozone Hyperlink in 5m.

I'm also curious about the CA Waves. But foil kites lose any advantage over 20 knots and can be a pain to land.

Ozone Uno lacks in rigidity. Its a nice trainer kite and kid kite for the water but doing a loop to get a 200 pound rider up to standing on the foil board results in shoulder collapses.

I like Naish Boxer in 6m and based on its flight I would be curious to fly the smaller sizes.

I have a 9 A 15 ultralight that I need to get around to listing for sale. All white. Flown 3x, once on water. Also a Pansh 6m all green. Its a genesis I think - closed cell. Flown twice.

So if you like it make me an offer I can't refuse.
