I can't compare with Europe, but new kite and board prices are higher than the US, presumably because of import taxes etc. But second hand kite and board prices are pretty reasonable and I've bought several of both. Check shops like the old Best Africa shop at Kite beach, now called BDA, online and the Cabrinha shop at Big Bay which has an extensive second-hand shop next door. In my experience the other shops have only limited second hand gear, but you can find deals if persistent. But also check Gumtree, the eBay of South Africa.

And remember to claim VAT back at airport when you leave. Thats a 15% discount right there too. Make sure you keep original receipts.
