How I can bond rails to a plywood core board?

hi,
i think you're missing out on the one advantage of plywood.
nothing else is needed.

shape the outline and rails as desired, from the the core stock.
use a hand saw, router, file, hand plane or belt sander depending on what you have or feel comfortable with.

if you change your mind...
no worries, spend a few minutes and do it again.

if you are just looking for something to practice on for more elaborate techniques and materials, plywood is a good place to start.
but small samples of the specific materials made be needed to comfirm the details involved.
