I do not know Pansh Kites, but have flown Pulsion 18m and HL 12m a lot. Theirs light wind abilities are incomparable.
At my 90kG I use HL from 9-10 knots and it falls into the drink in larger lols due to unfortunate weight distribution.
Additional zippers and velcro at each air inlet (for the conversion to open cell kite) are at the cost of weight at leading edge. And that makes HL prone to dive at luls.
That is true that with enough patience you can lift it even after 20 min and you won't see much of water coming out of tips.
Pulsion light version you can keep in the air at 3-4 knots if you apply proper body dragging position to go upwind. Downloop at 5-6 knots will take you flying. That is the kite that in marginal conditions brings me home most reliably out of all the kites I had till now.
If you shorten the lines to 18-20m, both of them you can use for jumping.
