For the width it’s only a bee’s dick over 3mm different so just open up the hole.
If length is also a problem maybe use two existing inserts then do the drill through board for the other 2.
It's only width. On length the plate has extra holes which match perfectly.

Then just either drill the holes bigger or file to fit.

Get a stick on Foil Mount, for kite foiling they work great, not so good for Sup foiling,
go to Foilmount.com or Houston kiteboarding, they are great guys and good service.
That particular board is a really good one, MHL Lift put t-nut inserts on plywood the
built them into the board on that model....

Note: What ever you decide to do with mounting be sure you move the connection
further back on the board, with the new MHL Foils and a lot of the newer foils you
have to run them back further.....

Yep. I think filing 3mm, or 1.5mm on each side is doable and simplest way to do it.
Maybe not carbon, but an aluminum plate to mount cheaper setup.
