Probably. Race foils are usually somewhere in the 570-620 sq cm range, so from a physics standpoint you need to replace some of the lift of a larger wing with more speed. I've found that if you just size up your kite appropriately, it doesn't really matter that much, except for having to fly a bigger (slower) kite. The thing with race foils is more their aspect ratio versus their size, because they're so high aspect they usually need to move a bit before lifting.
That said, if you want to learn how to tack and boost really high, you'll want to be going fast with a big kite anyway so it's all part of the larger strategy as Evan said.
The problem with the original Double Agent is that it was just so entry-level that basically everything is going to be/feel better regardless of what you go with. Many enjoy the modular abilities of the Moses setup, you can buy 1 mast/fuse and basically go from surf pumping to racing by just changing wings. I'm getting my second Delta Hydrofoil built right now, it's as fast as a Mike's Lab, half the price, made by hand in the USA and extremely easy to ride.
Again, as Evan said, race foils are probably the easiest to ride at this point because they're so over-engineered. The surf foils are slower so people probably feel like they're easier, but if you just send it, can't do better than a modern race setup.
