If you can set it up so you CAN add tension, you can take a ton of power out of the kite. Not enough to change the shape, just enough to take the punch out of the gusts. To get the kites full power that 5th should be the only one to sag a little when the kite is flown overhead, bar sheeted in all the way.

I've got a 15m fuel that's about the same vintage as yours. I set mine up with a slack 5th line and o-shit handles on the rear lines. Just an old slingshot bar. The 5th line not only provides a safe, no-tangles flag-out system, but also makes it super easy to relaunch in light wind (pull 5th line until kite rolls onto its top, then use the outside/rear/steering lines to pivot & re-launch).
