You can't kite all year long in San Francisco... Wind season is from Mid-March to Mid-October, usually stronger in May-June, usually more consistent in July-August.
In winter, wind is rather dead. But you can go skiing to Tahoe.
And even during the wind season, it's not windy every day at a given spot.
Sometime you can only kite twice a week, unless your work allows you to chase the wind in a 30 miles radius at any time of the day, then maybe you can kite everyday.

London has more investment banks than the rest of Europe put together and many of them have their back and middle offices on the South Coast of the UK (e.g. JP Morgan which employs ~4000 people in Bournemouth).

You can support their IT architecture and look at the beach out of the window!

South Coast UK is very windy.

Mauritius?( not huge but huge on finance)
All will also depend on your citizenship and language skills, some countries might welcome you, others not so much depending where you're from.

For any where in USA the big question is obtaining a work visa. Technical visas are difficult and time consuming to obtain. My german friend got a job with a US investment firm. Took a year and a half before he was able to start and only then because he won in the lottery to be able to even apply for the visa. Don't know rules for other countries but in my experience going somewhere else to work legally is often quite tough.

I'd recommend Copenhagen.

It's very decent in terms of wind conditions and spots - couple of nice spots at 10-20min drive, many more if you're willing to drive 1-1.5h. Cablepark for when it's not windy.

Excellent work opportunities for IT and finance. Hell, come work with me. ;) Awesome work culture, work-life balance and standard of living.

Just not so warm. But not too cold either. It's (almost) possible to kite all year round.
