South Padre Island is pretty awesome flatwater, plus good surf within walking distance of each other.

bring a full suit medium weight, we go between cold weather gear and shorty/no suit depending on the weather of the week. water temps in a waist deep bay go up and quickly with changing air temps, and air temps in South Texas go between 50 and 85+ in the winter, mostly in the 70s average. Dec and Jan are typically the coldest months, Feb can go either way.

+1 on Punta Picua - I live in PR 1/4 of the year and kite there all the time at that spot.

You can kite there but wind is a bit better at Picua. Alternatively, you could set up shop on the beach just south of Picua (Punta Percha). This beach has many VBRO/AirBNB places to rent for like $120-150 / night or so during those months. April goes down to like $100. Good flat water too.

Re Isla Blanca.
I was at Isla Blanca last month. Nice but not all that and a bag of chips. The Air BnB is a nice but it is an empty house that is for sale that Danny and Ksyena have leased and are renting out rooms. You need a car to get to a launch. The Ikarus kite center is okay but it is a long way from luxurious. When the wind is from the north you can launch from the property but otherwise everyone piles in the van and goes about 2-3 km to the lagoon. The prevailing wind is offshore and when the tide is out it is a good long hike to water deep enough for the average kiter. The local pros start close and jump the sand bars. There are some great riders there and it is pleasant to have a beer on the beach and watch them. There is usually a jet ski there from Ikarus and if you got into serious trouble they would probably go out and get you. I was there for 11 days and got 4 days of wind. It is actually quite close to Cancun and some big resorts but the road is SO BAD that anything more than walking speed and you are at real risk of damaging your car. We went back into town on day two and changed the insurance on our rental car to all inclusive. By the way if you drive on the beach your insurance doesn't cover you because it is not an official government created road.
Final analysis good not great, not good for a non kiter.
