Kiteboarding Oct-March - low living costs. Tips?

Hi everybody.

I´m planning to go kiting from around October till March and searching for a destination with

-reliable wind conditions
-low living costs but more or less safe
-inexpensive apartments in walking distance to the kitebeach

Would you recommend me to buy equipment on site or in Germany?

I Would be grateful for advices! Perhaps one or two would like to join the trip...

Cape Town or Vietnam (Mui Ne).

in CPT, buy in CPT. In Mui Ne, take whatever you want to kite on, never seen such empty stores in my life.
