If you stay in Luquillo or a little south of Punta Picua, is there a place to park and a public access to Punta Picua? Where would that access to the launch site be?

As I read I think Luquillo is a nice place to stay in order to find flat spot Las Picuas nearby but nothing to do after kite or at night right ?
What about Ocean Park spot in San Juan ? As I see it’s not flat but is it a nice spot ?
What would you suggest for all round stay ? We are actually looking for a flat spot to kite in front and nice to walk around at night , is there any ?
Any suggestions on car rental company ?

I would stay in San Juan...and rent a car to go to the spots. Main city spots are choppy. Picuas is much nicer with flat water. But nothing around.
To find the parking for Las Picuas check in the Spots area of kiteforum for the exact location on the map.
