Pattaya is number one in Thailand - (and Phuket pretty good too). If no wind, there is always something else to do. But in other locations - nothing to do...
In Pattaya you can go for:
go karting, bowling, shopping, flying (paragliding, ultra, RC), eating (many to choose from), movie theater (e.g. in Hua Hin Arnold S only speaks damned fluent Thai that you don´t get it - no sub!), concerts, bar girls (more than anywhere else)

But the king lives in Hua Hin !
Hua Hin is fun too, lots of things to do there as well. And nice golf courses!

I own a kitesurfing club in Thung Wua Laen the beach of Chumphon in Thailand.
The beach of Thung Wua Laen is perfect for Kite, with a wind direction is north-south-east direction which gives Side On Shore. Our big wind season is from November to February.
We work with many other club Aise (Other spots in Thailand (Hua Hui, Cha-am & Pran Buri), Vietnam & Sri Lanka), so we can help you plan your trip and give you tips depending on the time you choose to leave.

I went to Pranburi (Ban Pak Nam Pran) and meet Colin, which is the owner of a school (Airstylers) and he was really helpful even though I didn't needed any lessons... Really nice guy and good spot but if you really want lots of things to do when there is no wind, it might not be what you are looking for... In the other hand, it was a really relaxing holiday (when there was no wind)!!! You can easily find more or even find his school if you do a search on the web.
