Try la parguera,
Google these words:
parguera kiteboarding club
This is the link to their website:
www.prkbc.com/
I learned in march 2009 with Luis Jose, from PRKBC. I went back there a week and a half ago and had a blast! Its the best place to progress, cause of the flat water no danger in front situation,
.
Look at a couple of videos to see what I'm talking about, call Luijo, he is a great guy, my buddy.
Kindest regards,
PD - No biz relation at all, except he doesn't want to charge me sometimes for taking me out, honest.

if you're in North America, South Padre (TX) is worth a look- it's flat, shallow, warm, and windy in March (i think).. La Parguera in PR is also great as someone already mentioned.. not sure about the wind there in March (i think it's 50/50)..
