Which US Caribbean isles are the best and whats the average winter wind speed (specifically Feb and March)?

Puerto Rico is good...winds from 10-25 knots.
But all Caribbean should be similar strengths.
Maybe Aruba has the most.
Colombia and Venezuela also has wind.

NW of Costa Rica looks really strong in winter, almost too much wind
In Caribbean Barbados, St Lucia, Puerto Rico and Aruba looked the strongest last time I checked. Didn't check everything though especially islands that require multiple planes to get there.
Got skunked in Aruba late Jan but some local said that Feb and March are usually a lot more probability of wind than Jan.
