Kite in Kite out property near Vancouver, Washington

Are there any places in/near the gorge where you can buy kite in kite out property?

Because of the train tracks on both sides of the river, there are almost no properties with river frontage anywhere within The Gorge.
We rented a place in Rowena once where there are a dozen or so houses with big lawns leading down to the water, but the wind quality there is terrible for kiting because of turbulence from the river turning behind the high bluff of Rowena Crest. In more northwesterly winds the wind quality was better. Once you get out in the channel it's better, but launching was very sketchy.
You can see the properties along the south side of the river in this satellite shot.

Skamania Landing on the Washington side has homes on the water, as does Warrendale across the river in Oregon.
There's also some in Vancouver across from PDX.
