For inexpensive hosting with easy access to a kite spot (but not much night life), I would suggest you try:
https://www.spottaiwan.com/about-spot-en in Miaoli
http://www.sunrisebb.idv.tw/ in Penghu
It opens up a lot more opportunities to different kite spots and night life if you're prepared to use a car. November is usually windy, so smaller kites under 8 sq. meter should help. Have fun!

Seconded. Top guys running both of these spots, and fluent in English - go with confidence.

Kohsamui rent a motorcycle it's cheap and I don't think you need a license. Then you can move around.

( i am looking for place where close to the spot where is there other kiter)
How is the water? warmer than Zhunan? I will need a wet suit?
( I am 95kg for 1,92 so is look like is hard to rent for me in Taiwan so i think will have to buy at decathlon!)

Plenty of Taiwanese are as big as you and get around no problem.
BTW Taitung is great do an image search on Taitung kitesurf and feast your eyes. I say go....

Taidong is probably the best place in Taiwan for wave riding and my favorite place for kite trips (40 minutes flight) from Taipei City. Mark is a cool guy and a very good windsurfer who runs WaGaLiGong. Water at Taidong is a few degrees warmer than the north. Here are some photos from my day trip in Taidong last November:

Go for it!

Thanks for the pics!
In fact i was at the Spot ( Zhunan) the beach/surfcamp/staff ( Tony the owner was extremely helpful) are great but i was alone..
I can't kite for safety reason with no one on the beach ( and they was really no one)
So i think Wagaligon/Taitung should be better in my case!
The kite beach is walkable distance from Wagaligon?

Yes, it's better not to kite alone in Taidong with overhead surf and shorebreaks. You may be the only kiteboarder but there usually are a few other windsurfers on the water when it's windy. The kite beaches are not within walking distance (several kilometers) from WaGaLiGong, but Mark can help you figure out a way to the beach.
In Asia, majority of international kiteboarding travelers choose tropical destinations like Boracay in Philippines, MuiNe in Vietnam, HaiNan in China,...etc. For those who like to kite in stronger wind and less crowd, Taiwan/Penghu would be great.
