So the closest legal water kiting spot to where I live with consistent wind is like 4 hours away, but I live right next to a big reservoir that allows windsurfing for half the year when it's not frozen (I snowkite on it the other half of the year). They allow SUP / windsurf boards / canoes / kayaks...

I'd like to go faster. I am hitting terminal velocity in the mid-20 knot range with my surf kites and freeride foil. What gear will give me the biggest speed boost? It can help a lot to reduce the noise if the hydrofoil sings. It can, but mostly the singing comes from a "dirty" trailing edge. If your foil sings loudly, then fix the trailing edge first.
