No but Bonaire ticks the boxes. You just need to rent a car to get to the (only) spot on the island. Good diving and nightlife and February has good winds.

If possible try the Ocean Rodeo flite HL 14,5 or 17m. I have the 14,5 and it's amazing. I have several other Aluula kites as well but the HL is hardly less performing but a lot cheaper.
