Since on tourist guides I read controversial things, do you think it's better to travel with a good amount of local cash or is it safer with credit cards?

If you want to be quite sure to have wind almost every day, Tarifa is windier than Faro, there are a lot of schools (take a look at http://www.ktstarifa.com/en/) and except for summer, you can find wide and empy kiteable beaches from Tarifa to Cadiz.
