I have naish draft 12m, and had 12m NRG. Both are quite heavy with shitty relaunch (it matters in light winds). But both are great high wind kites.

I have 20 meter lines. I haven't used it much yet in super light winds so I can't tell much about the low end. And it's always about the skills (what I don't have) and foil board front wing size etc.. But I'm sure if you want to do something like this you need a foil kite: :D https://www.youtube.com...

I have gong v2 12m strutless and I'm happy with it, using only it for foiling and winter(snow) light wind days. Good build quality and good kite in every way. Tear Aid A is good for fabrics too. It will hold that small hole for sure. Just remember to clean the hole area well with alcohol before sticking

I was there in March 2014. Not so windy but it's a great place to kite. Huge uncrowded flat playground :)
There are some kite schools on south coast, east from the harbour.
At least take your biggest kites/boards with you
