I have both. My ultralightwind kite is FS Soul 15m that i use just for ultralight and steady winds and flat water. Actually you can start foiling in 6 knots. Actally a guy that I sef sometimes in my main kite spot rides a pansh in 20m size that tuns like a 30m and hasvthe power of a 10m.

My 14m so hated kite size is a rocket in comparison.

I have a quiver of 14, 10, 7 m leis and a snow/hybrid quiver of 15, 9, 6 foil kites, and my feelings are the same.

foil kite compared to leis resist wind llulls so much better but are very tangle/sensitive to gusts, specially to small switchy burst kind of gusts.

Both kites, inflatable and foils are good choices. From my experience I think foils ard more geared towards light and stable winds, they have features like back line relaunch and solo launch that are a plus to have in light winds, and resist lulls better than inflatables.
