If it’s just the top and bottom surface and just the two holes, then yes, easy fix.
It might be a bit more complicated if the internal ribs and banding is damaged as well, but difficult to tell from the pictures.

Not sure how things are now, but when I looked into it for kitesurfing a while back you could only do the water sports that were on their website, something to do with insurance iirc. Not sure if they would consider winging to be windsurfing or not? They were pretty helpful, give them a call to ask....

Spirit is closer to the airport, but it is marginally easier to get to the speed spot from Attitude as you are closer, they have a cable park there which is pretty cool.
