It all depends on your skills but you will be fine, there is even some margin.
I live in a low wind place and I can ride the 633 with an 11m LEI kite in 7 knots (flat water, side shore, no shallows). I am 90kg.
When its howling 10kn, I usually change to 9m.

My problem with mastering the 360 is that I cannot stay upright on the board. This is probably because I prefer to foil with a kite as small as possible. As already mentioned, the difference in the low end between 10 and 12m is small on the foil. There was a similar thread which nicely explains the theory behind it:

10 kn on a hydrofoil is not really light wind, the more experienced foilers will likely be on 9m kites. Lightwind riding on a foil has a lot to do with skills, so your observation that the good foilers make it look easy is correct. Its mainly about keeping the apparent wind going all the time and us...
