Are you saying 8-13kt as in 8 is the lull and 13 is the gust so an average of 10-11kt? If so, no need to buy a new kite (unless you really want too!) I think your 12 Neo would work fine. As most people are saying here, there seems to be no point going out in sub 15 knots unless you are foiling. Don't limit yourself to only going out in 15+kts. As a beginner, you can absolutely have fun at 13kts. I'm 195# and was riding an 139x42 with a 14.5 Flite just the other day in 13kts. In fac...

You could probably just hand sew a piece of light webbing on your existing line for now to mimic the "fix" instead of a full replacement.
